The diagram below and descriptions that follow provides an overview of the facility master planning process:

Step 1: Data Collection / Background Information
The beginning of a facility master planning process involves the compiling and organizing of academic, demographical, community, and facility information in an easily understandable form. For the Long Beach Unified School District, the aforementioned information has been collected and assembled in a background document. The background document will serve as a resource and reference guide for all planning area committee members and the community on the “state of the district.”

Step 2: Planning Areas
For purposes of the Facility Master Planning Process, the Long Beach Unified School District has been divided into seven areas. The areas are aligned with 6 high school attendance boundaries and Catalina Island.

Step 3: Area Committee Formation
The LBUSD Facility Master Planning Process will seek to involve the entire community in the decision-making process. To ensure broad-based participation at all levels of decision-making, a committee will be formed for each of the seven planning areas. Planning Area Committees will consist of parents, teachers, administrators, community representatives and other educational stakeholders.

Step 4: Data Analysis
All data collected will be analyzed and evaluated to determine trends and patterns relative to academic and facility topics directly impacting or relating to Long Beach Unified School District. Analysis results will be verified with planning area committees to ensure accurate interpretation of the data. The analysis will be shared with the public at community dialogues and will be available on the Facility Master Plan website.

Step 5: Community Dialogue #1 - Educational Framework
The first round of community dialogues is a forum for broad-based participation in the Facility Master Planning Process. The community dialogue is designed to gain insight and understanding of public preferences relative to academic and facility topics. Questions asked at the first community dialogue focus on school size, grade arrangement and renovation versus new construction of schools. Participants respond to questions individually and in small groups. To allow for comparison of individual and group responses, the exact same questionnaire is used for both. The responses will be tallied and an analysis will be conducted of individual and group results. An educational framework will be developed and confirmed by planning area committees and district officials.

Step 6: Formulate Options
Facility options are a set of scenarios of what long- and short-term possibilities can be realized for a school. They are based on community dialogue #1 results, facility condition, data collected, and other factors used for establishing and understanding LBUSD's long-term vision as articulated by district officials and the community at-large. Consideration is given to how a facility option developed for one school impacts another school.

Step 7: Community Dialogue #2 - Facility Options
The second round of community dialogues is designed to gather broad-based input on a series of facility options for schools. Facility options may involve renovation or new construction of a school. A facility option may involve building an addition or identifying an alternative educational use of a school building or site. The format for the second round of community dialogues is the same as for the first. Participants respond to a series of questions individually and in small groups. Responses are tallied and analyzed. Decisions are made about the preferences of participants, and recommendations are formulated.

Step 8: Area Recommendations
Planning Area Recommendations will be developed. A number of factors will be considered including the results of the second round of community dialogues, enrollments, facility conditions, educational framework, and costs.

Step 9: Develop Implementation Plan
Once facility recommendations have been developed and agreed upon by each planning area committee, they will be consolidated into a single Facility Master Plan. The Plan will state what action will be taken at each school, prioritize school action to be taken, and list cost associated with each school action. School action will be prioritized over a period of time based on the level of work required to bring Long Beach Unified School District schools to a level that meets standards for the 21st century and beyond.

Step 10: Board Presentation
The final Facility Master Plan will be presented to the Board of Education. The presentation will describe the process to develop the Facility Master Plan, identify the number of participants and the segment of the community that participants represent, list long- and short-term facility recommendations and provide a timeline of recommendations and their costs.

Step 11: Board Action
The Board of Education will take action on the Facility Master Plan.
